  1. This is a title whitelist. Use "#" for comments.
  2. This is case insensitive by default
  1. Only allow two names, seperated by a space, with each name capitalized. E.g "Fred Mew" OK, "Fred mew" fails, "Fredmew" fails.
  2. Depends on .* <newaccounonly> in blacklist
