Mike W.Barr (also shorter pen name "Mike Barr") is an American scriptwriter for comic books, mystery novels and science fiction novels.

His debut was as a comics professional in DC Comics' "Detective Comics" in 1974. He wrote text articles and editorial replies in letter columns for the next few years. By mid-1980 he was writing regularly for both DC and Marvel, including stories for "Mystery in Space", "Green Lantern", "The Brave and the Bold", "Marvel Team-Up" before his best known work, a new Batman series "Batman and the Outsiders" drawn by artist Jim Aparo. After the series' cancellation in February 1988, it was revived in November 1993 by Barr and artist Paul Pelletier.

As far as "Mandrake the Magician" is concerned, Mike Barr wrote the stories of the two "Mandrake the Magician (Marvel)" comic books published in 1995 by "Marvel Comics".
